In 1991, the Russian circus 'July' initiated and organized a clown festival in Moscow. Almost 80 clown groups from the former Soviet Union, Japan, the United States, and Bulgaria participated in the festival. The winners started performing at the 'July' circus and toured extensively in Russia. After having a major success showing unusual clown plays, the director of the group, Theresa Durova, in 1992, announced the establishment of the first dedicated Clown Theater. In 1998, the Clown Theater got a permanent location, where it gives regular performances, including classics, such as Eugene Onegin or Don Quixote, interpreted by a bunch of clowns.
